　　此外，由于会计代一记帐中心的服务，实实在在减少了各村财务管理方面的支出，镇财政的负担相应增大，为此，****镇会计代理记帐中心实行有偿服务的形式。基本收费标准为行政村每盘帐年定额收费2000元，自然村年总收入20000元以下的每帐年收费300元，%计收。所收取的代理记帐服务费只用作办公经费的补充，中心人员工资、设备购置等费用大部分由财政负担。
　　二、实施会计代理记帐制度的成效和意义
　　（一） 扭转了农村财务管理混乱的状况，推动农村财务管理步入规范化轨道。
实行会计代理记帐制度前，***镇农村会计核算工作十分不规范，财务管理比较混乱，而且透明度不高，"四多四乱"现象突出：一是银行帐户多，货币资金管理混乱。有的村帐户多达6个。且公款私存私借、白条单抵库现象严重。各村普遍存在使用存折、现金结算等违规问题。二是各类票据多，收支凭证乱。各村普遍存在使用自制收支票据的现象，大量的收支凭证要素不齐。三是违规帐目多，会计核算及档案管理混乱。不少村自行设置会计科目，记"流水帐"、"包包帐"、凭证不装订、不编制会计报表。四是违规问题多，财务收支混乱。有的村收入不入帐，设立"小金库"、"帐外帐"，乱发补贴，扩大报销范围和标准。有的财会人员只管付款，不管审核凭证；只管记帐，不管监督。认为凡是村委主任、村长审批的就有效，可以付款、入帐。
