　　1、各村必须将村或经济实体的印鉴，财会审批人员的印鉴或签字报送中心备案，以便中心审核凭证和资料时查验；
　　2、各村要配备专职出纳员，要求品行优良、业务能力强，初中以上文化水平；
　　3、各村向中心报送的凭证、资料、必须手续齐全，有经手人、证明人、审批人〔在中心留印鉴者〕，要求合法、合规、准确；
　　4、各村所签订的经济合同，必须报送中心一份，以便监督检查合同执行情况；
　　5、中心对各村的收入票实行统一管理。各村可设一名兼职开票员到中心登记领取票据，用完后将存根交回核查注销，作废收据全套交回；
