“四围绕〞，即：要围绕贯彻落实“三个代表〞和科学开展观要求、围绕完成单位中心工作、围绕破解影响改革开展稳定的热点难点问题、围绕党员干部职工全面素质的提高来开展创立活动。
三、“品牌党支部〞创立标准
“品牌党支部〞创立活动应以“五个好〞〔即：领导班子好、党员队伍好、工作机制好、开展业绩好、居民群众反映好〕标准为根底，切实加强党支部自身建设，坚持贯彻执行党的根本路线，完成党章规定的各项根本任务，在经济建设和其他各项事业中充分发挥战斗堡垒作用和党员先锋模范作用。其根本条件是：
1、班子优化，分工明确。党支部班子健全，结构优化，分工明确，责任落实，团结协作，形成合力。按规定进行换届选举，委员出现空缺及时补选。坚持民主集中制原那么，支部重大问题由支委会集体讨论决定。党支部成员熟知自身职责和党支部工作程序及有关情况，支部书记以身作那么，在各项工作中发挥表率作用。
2、制度健全，落实有效。建立健全党支部理论学习、思想政治工作、“三会一课〞、党员开展、换届选举、民主评议党员、党风廉政建设、党费收缴管理、党员联系效劳群众等各项制度，并切实抓好各项制度的贯彻落实，在实际工作中无工作违规行为和党员违纪现象发生。
