根据业主与设计单位签定的供图合同，代表业主督促设计单位按时供图，并核发施工承包合同规定的施工图纸、设计文件和设计修改通知。
组织设计交底，及时反映对设计图纸和设计文件的意见和建议，组织工程有关各方协商技术问题和工程设计的一般性变更。
对于重大的设计修改和技术洽商，除提出监理意见外，应由业主批准。设计修改和重大变更，均应由设计单位进行。
审查施工承包单位编制的施工组织设计、技术措施、组织措施、进度计划、安全生产、文明施工及环保措施，监督检查其实施。签收检查承包单位填报的月报表，提出监理意见，认真审核工程量，控制工程进度计划。
审查承包单位提出的主要材料和设计清单，按施工合同的设计文件要求，对其数量、规格、质量进行核实。检查核实进场材料、设备的出厂合格证、材料检验单，必要时责成承包单位对材质进行再检验，防止不合格材料、设备用于工程。
检查承包单位的现场检测、试验成果。
督促、检查承包单位严格执行施工合同和严格按照国家和部颁标准、规程、规范及设计图纸的要求进行施工。检查施工过程中的主要部位、环节及隐蔽工程施工、验收签证、控制工程质量。
按照施工承包合同，在核实工程进度、数量、质量的基础上，签发付款凭证，工程竣工后，审查工程结算价款，处理工程质量。

根据承包单位提出的阶段、部位、环节的检验、验收及整体工程竣工验收申请报告，负责组织初检，签署和承包单位提出的全部工程的竣工验收报告，报请上级主管部门，参加协助业主组织的最终验收。
督促检查承包单位完成各阶段及全套竣工图的工作和整理各种必须归档的资料，交业主归档。
协助主持、审查工程出现的质量事故的处理，提出处理意见，所发生的费用由责任方承担。
