对我国建立国际贸易摩擦预警机制的探讨-国际贸易专业毕业论文.docx

摘要

“入世”后,我国经济、外贸快速发展,我国正在从贸易大国走向贸易强国。但是,由于“市场”这种资源的稀缺性,我国与外国抢夺我国国内市场, 争夺国际市场的斗争已不可避免,中外贸易摩擦也不可避免,而且我国是一个正在迅速崛起的大国,经济的、社会制度的因素相互作用将有可能使中外贸易摩擦呈现出多变性、复杂性的特征。如果处理不好,极易使贸易摩擦演变为贸易战,甚至恶化中外政治关系,阻滞中国社会主义现代化的进程。
回顾以往的贸易摩擦,我们可以看到:我国是世界上反倾销的最大受害国, 外国产品在中国大肆倾销正严重地损害我国的产业安全、,正成为损害我国贸易利益的罪魁祸首,针对中国的特殊保障条款纷纷出台。面对愈演愈烈的贸易摩擦,由于我国对外贸易摩擦预警机制的缺失,使我国企业常常处于被动的境地。
造成这种局面的原因,主要是因为我国的对外贸易摩擦预警机制的缺失。常常是对方已经立案,而国内企业却一无所知,积极应诉则根本无从谈起。这种状况助长了国外对我国产品实施歧视性的做法、挑起贸易摩擦的积极性。所以,建立对外贸易摩擦预警机制势在必行。
本文在分析国际贸易摩擦的现状及危害性的基础上,认为造成这些危害的主要原因是我国没有及时建立贸易摩擦预警机制,并且分析在建立预警机制的过程中,政府、行业协会以及企业各自应该发挥什么样的职责的同时,还初步探讨了如何建立反倾销预警模型,并且对该模型作了简单的验证,得出该模型的预警效果是比较好的。

Abstract
The economic of china and international trade developed very quickly after china entrancing the WTO, china is ing a strong country from a big country of international trade. But because of the scarce of resource of the “market”, it is inevitable that china will dispute not only domestic market but also international market with other countries. China is ing a strong country, as a socialistic country, factors of economic and regime will be mutual effect, these factors will make the trade dispute between china and other countries be more diversification plication. If we don’t deal with them, it is easy that trade dispute will be trade battle between china and other country, even deteriorated the politics relation between china and other country, blocked the course of modernization in china.
Recalling previous trade friction, we c an see that;china is the world’s largest antidumping victim.
