试论警察公共关系危机管理视野下和谐警民关系之构建.doc

摘要
[摘要] 近年来,我国警察公共关系危机事件持续多发。云南“躲猫猫”、上海“杨佳袭警事件”等危机事件不断发生,引起媒体的广泛报道和社会各界的批评议论,严重损害警民关系和警察形象,不仅降低了公安机关的执法公信力和亲和力,也直接损害了社会和谐稳定的基础。在警察公共关系危机管理视野下探讨和谐警民关系的建构,是社会环境深刻变化对公安机关提出的新要求,是社会主义和谐社会建设中公安机关承担的新任务,是构建现代警务机制、维护警察良好形象的需要。
.本文以警察公共关系为研究对象,尝试从警察公共关系的含义、
现状出发,客观分析警民关系现状,通过对存在问题及原因的分析,提出了如何建立良好警察公共关系的改革措施,尝试为创建和谐的警民关系做出更大贡献。
警察公共关系危机,由多种矛盾运动形成,简言之,就是时代的发展、社会的变化以及公民自主意识的多极性等客观要素与部分的警察服务质量和执法理念等主观要素发生剧烈冲突。建构和谐警民关系的思路,就是围绕上述主客观原因,从内强素质、外塑形象等入手,推进警察公共关系危机管理的思维变革和理念创新,强化警务工作和队伍建设,提高执法公信力,在常态工作中注重警民之间的良性互动,夯实危机管理的基础,从而达到构建和谐警民关系的目的。

Abstract
Recently , China’s police Public crisis continue to multiple . A series of crisis events, such as Yunnan “Duomaomao incident”, Shanghai “Zhabe incident” has occurred,causing extensive media coverage and critieism of the conununity discussions . these events have seriously damaged the image, and that the reputation of the Police,damaged the harmonious foundation of social stability. Construction of harmonious relations between the Police and the Public in the perspective of crisis management is to adapt to the current situation and tasks,to establish the needs of modern policing,to maintain the good image of the Police.
The reasons for crisis invole the subjective and objective factors,such as social background , government,mon people and the Police . Surrounding the above reasons,the autor tries to construct the idea on the construction of the harmonious relationship between the Public and the police . Taking measures to resolve the crisis is the core of crisis management .Remodeling image and summaring for improvement is the purpose of redress.
