摘要
党的十四大提出建立社会主义市场经济体制,标志着我国的改革开放事业进入了新的历史阶段。如何适应市场经济的新形势,充分发挥市场的作用,加快农村经济的发展,成为摆在各级领导同志面前的一个重大课题。
实行家庭联产承包责任制是农村改革成功的基础,但更重要的是农村经济体制改革采取了市场取向。
当前我国农业农村经济总体上保持稳定发展的态势,形势好于预期,实现全年“稳粮、增收、强基础、重民生”的目标具备了较好的基础,但由于我国农业农村经济与外部关联度不断提高,在应对金融危机的过程中,我国农业农村经济发展的阶段性、区域性、结构性和不确定性特征日益凸显。
本文对农村经济发展过程中存在的问题进行了阐明及分析,并就促进农村经济发展提出了解决“三农问题及推动农业产业化等各项建议。

Abstract
The party 14 big proposes the establishment of the socialist market economic system, indicates that the cause of reform and opening-up of our country has entered a new historical stage. How to adapt to the new situation of market economy, give full play to the role of the market, to speed up the development of rural economy, e an important topic in front of rades at all levels.
The household contract responsibility system is the foundation of rural reform ess, but more important is the rural economic system reform to the market orientation.
Current our country rural economy overall stable development of agriculture, the situation better than expected, to meet the annual \"food, e and strong foundation, the people's livelihood\" goal has a good foundation, but because our country agricultural rural economy and increasing external correlation, in the process of response to the financial crisis, China's agriculture and rural areas the phases of economic development, regional characteristics, structural and uncertainty is highlighted.
In this paper, the problems existing in the rural economic development process of clarifying and analyzed, and promote rural economic development put forward to solve the \"three rural issues and Suggestion
