吉林财经大学硕士学位论文事业单位养老保险制度改革研究姓名:王月申请学位级别:硕士专业:行政管理指导教师:蔡向东 201104 中文摘要\帅Y㈣1 9帆2㈣0 4I\删59 在发改委《国家中长期教育改革和发展规划纲要》公开征求意见的二十个问题中,学前教育的发展问题受到社会各界的普遍关注。大家认为,学前教育虽不属于义务教育阶段,但却是我国教育事业启蒙阶段,学前教育能否健康、稳定的发展已成为影响到我国教育事业总体发展的大事。但是多年来,学前教育的发展从来没有得到足够的重视,在财政投入比例上一直远远低于发达。在我国,%左右,而发达国家一般达3%以上,%%。为此,笔者对国内外相关的资料做了深入的研究,最终希望政府能加大学前教育的资金投入,解决人们关心的问题。在研究过程中,笔者发现目前学前教育存在的问题主要有几点,首先,财政对学前教育投入资金少;其次,是学前教育资源配置效率低、不均衡。另外还有一些公立学前教育机构存在对公共教育经费非正常使用问题。这些充分问题说明目前的教育现状与现在大力发展教育事业的总体目标不符,存在教育资源分配、利用不公平和资金不能有效利用的问题。本文对现有的数据资料进行了深入研究,从公共事业理论、西方教育市场化理论、素质教育理论出发,对“学前教育财政要加强投入,拟将学前教育纳入义务教育(试点)范畴”进行论证。针对学前教育的财政投入问题,即:总投入资金不足,不平等,及学前教育机构的高收费的现象,提出了学前教育的政策指导方针:(1)重视学前教育,建立学前教育投入体系,试点将学前教育纳入义务教育机制;(2)深化公共学前教育机构财政投资政策改革,扩大财政投资覆盖范围, 加强社区学前教育机构建设;(3)拓宽融资渠道,增加民间资本投资,将民间资本作为学前教育发展的有力补充。关键词:学Ij{『教育,财政投入,教育公平,素质教育 Abstract The national development mission long—term education inthe refom and development plan outline”public tosolicittheiropinions ofpreschool educationtwenty questions by thedevelopment of thesocial fromall walks of lifethe universai thinks that,although do not belong to preschool pulsory education phase,but our country preschool education career education whether enlightenment stage,healthy,stable anddevelopment e afiected our country education career overall development formany years, thedevelopment ofpreschool educmion has never been paid enough attention to nnancial investment proportion in developedcountries has been far lessinput level·In our education funding government ounts foronly around alleducation %.whiledeveloped countriesgenerally reach above 3%, While French andDanishunexpectedly amounted tojust to and %· Therefore。the author ofdomestic and foreign relevant material to do athorough want thegovemment tOincrease thepre。school education of concern.
