具体目标是：农业增加值增长4%，粮食增产4亿斤，农民人均纯收入增长6%。
㈢2010年全省农业农村工作重点及主要措施。会议指出，2010年是实施“十一五”规划的最后一年，做好“三农”工作对夺取应对稳较快发展、实现“十一五”规划具有十分重要意义。要正确分析形势，理清发展思路。一是要树立统筹城乡发展理念。要牢牢把握加强“三农”这个根本立足点，牢牢把握推动资源要素向农村配置这个重要着力点，牢牢把握城镇化与新农村建设协调推进这个战略着眼点。二是要树立可持续发展理念。要加快转变农业发展方式，加强农村生态建设，加强农村环境治理。三是要树立产业推进理念。形成“从田头到餐桌”的完整产业链条，有效提高农业的整体效益，增强农业的市场竞争力。四是要树立改革创新理念。要继续深化农村内部改革，深化城乡联动改革。五是要树立项目推进理念。要整合现有资源上项目，要争取国家支持上项目，要用市场经济的办法上项目。围绕全省“三农”工作目标，重点实施八大工程。
1、实施新农村建设工程。重点在加大城乡统筹力度方面下功夫，突出抓基础设施建设、产业发展、民生改善和体制机制创新，推动向纵深发展。省委要求，仙洪试验区按照规划要求，重点推进农产品加工园区建设、农业产业化发展、中心镇建设和村庄整治。7个脱贫奔小康试点县（市）要按照富民富县的要求，加快基础设施建设步伐，加快特色产业发展，培育新的经济增长点。88个试点乡镇要切实完善规划，坚持因地制宜，用好扶持政策，挖掘自身潜力，努力打造新的发展
