The poem is almost like a speech or a dramatic monologue delivered by a character, the character being all of the Hollow Men. But the verses don't hold together like a speech in a play.

The themes in this poem are mainly the lack of hope and spiritual guidance in human society, a lack of an emotional outlet to express ideas and opinions, and the meaninglessness of life.

Theme
The first theme is a lack of spiritual guidance and hope in society. When the narrator says, ”the eyes are not here” the author sees the eyes as spiritual leaders.
The second theme of the poem is a lack of an emotional outlet to express ideas and opinions. In the poem, the author quotes “our dried voices…are quiet and meaningless” to indict.
