无缝隙；在社会层面，与辖区单位建立共驻共建联席会，定期召开社区建设联席会议，确定社区建设任务和共建项目，并落实到位，拓宽社区建设的参与面；整合社区服务资源，建立社区便民服务网络，实现为民服务的多样性；发动社区各类组织及有特长的人员，组建各类社区志愿服务及义工队伍，填补社区建设及服务的空白。
三、下步打算
一是在巩固完善前期“居站分设”工作成果的基础上，探索建立社区建设管理工作的长效机制，不断规范社区服务，完善社区服务功能，提升社区服务水平；
二是搞好社区工作人员及新当选城市社区居委会成员的业务培训工作，不断提高工作人员的服务意识和专业素质，优化服务环境；
三是计划投资80余万元，用于建设和配套社区居委会办公用房，改善社区服务设施；
四是建立健全社区居委会下属组织机构，补充或调整楼长，建立完善居民档案，配套完善规章制度。实现社区建设管理的网格化、精细化。
四、存在的困难
一是部分社区工作站服务大厅面积较小，有碍于工作岗位的设置和社区事务的处理；
二是新当选的居委会班子成员工作经验不足，不能很快适应工作；
