村委会选举中的贿选问题分析研究.pdf

摘要I摘要近些年来,伴随着我国民主政治的进程,村委会换届选举中的贿选现象也有愈演愈烈之势,并且成为村委会换届选举中的普遍难题,这一现象引起了人们的广泛关注。本研究从贿选现象的实例出发,在界定贿选的基础上,阐述了贿选现象的特点及其本质。然后结合近年来村委会选举中发生的具有典型性和普遍性的一些案例,介绍了村委会选举中贿选现象的表现形式,并从政治、经济和社会稳定方面分析了贿选对农村社会造成的危害。本研究认为,导致村委会换届选举中出现贿选问题的原因是多种多样,错综复杂的,但具体归结为以下原因:一是是现行的相关法律、法规不完善,选举的相关制度不健全、不完善,选举监督、查处不力,村委会权力运行不规范;二是经济利益的诱使和农村经济发展水平比较低;三是乡镇政府与村民委员会之间的关系处理不当和复杂的社会因素的影响;四是以官本位为特征的政治文化、熟人文化和村民文化低、民主意识淡薄的影响。因此,从根本上治理贿选问题需要从立体的方位出发,即完善现行法律制度,加大惩罚力度;完善村委会选举程序,减少贿选者的投机机会;尽快制定统一的《中华人民共和国村民委员会选举法》。与此同时,大力发展农村经济,切实提高农民收入水平;加强对村集体资产和财务的监管,消灭贿选根源。通过强化村委会的公共服务职能,适当弱化其经济管理职能;理顺乡村关系,为选举提供良好的发展空间。加强法制宣传教育,增强村民的守法意识;加强村民正确行使权力的教育;加强农村公共精神教育。关键词:村委会选举贿选治理Abstract IIABSTRACT With the development of democracy these years,Bribe is ing more and more to vote mittee of is a serious question and attracts many people’s attention. This essay gives an definition of bribe for vote and elaborates its features and on some typical and general cases of bribery at election ,it introduces the various forms existing in the bribe for vote mittee of villagers and it also analyses the damages to the rural society caused by the bribe for vote from politics,econoney and social stability.
