我国是个农业大国,自 1949 年新中国成立至今,中国共产党的“三农”
政策也随着共和国的成长经历了复杂、曲折而又深刻的变革。虽然“三农”
问题是在改革开放后也就是在农村发生巨大变化之后才被作为一个整体问题
提出来的,但党中央却把“三农”问题提到党的工作的战略高度来认识,并
认为“三农”问题能否解决好将直接关系到我国工业化、城市化和现代化能
否实现的问题。当前,我国正处于构建社会主义和谐社会的新阶段,必须正
确地认识日益严重的“三农”问题及其所引发的一系列社会问题,通过一系
列相应的政策去调整并逐步解决。因而,党为解决“三农”问题而制定的相
关政策将在很大程度上促进整个社会的长期发展,并通过长期性的带有明确
目的性和计划性的行动体系去调节我国社会的运行机制,从而引导社会走上
长期的良性发展道路。
论文主要是从建国以来党对“三农”问题的认识层面来阐述“三农”政
策的发展。全文分为六个部分,第一部分是绪论;第二部分是概述部分,这部
分主要是对论文中所使用的一些基本概念及其间的相互影响做简要解释;第
三部分至第五部分是文章的主体,以改革开放为时间段来划分,分为改革开
放前党的“三农”政策、改革开放新时期党的“三农”政策及十六大以来党
的“三农”政策三个主体部分,其中每一部分都是以党对“三农”问题的认
识为主线来阐述这一时期党的“三农”政策的重点、相关的内容及所要解决
的问题,始终体现党的领导在解决“三农”问题中的重要作用;第六部分是
启示部分。论文主要是通过梳理新中国历史上党的“三农”政策的发展变化,
使我们清晰地看到当前“三农”政策在解决“三农”问题中所起到的真正作
用。

Abstract

Our country is the large agricultural nation,the policies of the CPC on
agriculture, countryside and farmer have also plex, winding and
profound transformation along with the growth of the People’s Republic of China
since New China was founded from 1949 to today. Although the question of the
agriculture, countryside and farmer is after the reform and open policy, that is to
say, this question is raised as an overall question after the countryside also has the
immense changes but the CPC actually put it on the range of party's work's
strategy to knew highly, and thought whether it can be solved will relate directly
realization of our country industrialization, urbanization and modernization.
Presently, our country is being in the new stage of harmonious society of the
constructive socialism, the CPC must understand correctly the seriousness of the
question of the agriculture, countryside and farmer, and this question brings about
a series of social questions in order to adjust and approach a series of
corresponding policies. Therefore, the CPC will formulate related policy to solve
