四、保障措施
(一)加强领导，健全机构，形成合力
健全完善爱国卫生领导小组，负责爱国卫生工作的日常组织、协调、宣传等工作，并将此项工作纳入目标管理，实行定量考核，细化目标责任，严格实行奖惩，确保各项任务落到实处。
(二)明确分工，严格责任，狠抓落实
为使此项工作扎实有效地开展，确保各项工作指标如期达标，实行公共卫生负责人分包责任制，具体负责本部门爱国卫生工作的组织实施。各有关单位、股室要严格按照责任分工，切实负起责任，严禁推诿扯皮。
(三)创新工作机制，扎实稳步推进
坚持实行5项工作制度，确保此项工作扎实有效开展。一是督查评比制度。坚持实行周督查、月检查、季评比制度；二是工作例会制。每月一例会安排工作；三是实行工作情况通报制度；四是坚持实行领导卫生检查制度。通过实地检查，及时发现问题，现场进行解决；五是坚持实行督办制度。对在检查中发现的各种问题，及时督促整改。
(四)开展健康教育，创建卫生先进单位工作
以健康教育为先导，积极开展“爱国卫生月”、“世界无烟日”等活动。结合工作实际，将健康教育工作纳入争先创优等各项创建活动中，严格标准，全面推进。
